PartialInformation is classed before anyone sees it.
Every piece of work is tagged C0 to C3. Restricted (C3) information is never sent to an AI model and stays hidden until a named person signs off a read.
Where people stay in control
If the system cannot tell the class, it treats the work as restricted. It fails closed.
